Michael Downs, Board President
Michael Downs is the Executive VP of Operations at DTP, formerly known as Downtown Project. Michael leads a $350 million invested organization with efforts aimed towards revitalizing Downtown Las Vegas. DTP wholly owns and operates twelve businesses across food & beverage, hospitality, and retail segments. The portfolio also includes 30 small business investments and approximately 45 acres of real estate development holdings; including multi-family residential and commercial properties.
Prior to joining DTP, Michael has been an executive in hospitality for nearly 20 years with experience in hotel, gaming, food and beverage, retail, and entertainment. Michael earned his Masters in Business Administration at UNLV. He began his career at Hilton Hotel Corporation before holding several executive level positions at Tropicana Resort and, most recently, Bellagio Resort.
Milo Kostelecky, Board Treasurer
Milo Kostelecky, a lifelong Las Vegas resident, possesses a unique insight into the Las Vegas market. Born, raised and educated within the Las Vegas Valley, he is highly attuned to the changing business climate within the community. The son of a successful Las Vegas restaurateur, he graduated from Bishop Gorman High and received a Bachelors of Interdisciplinary Studies from Arizona State University. Mr. Kostelecky is currently involved with several charities including the Las Vegas Children’s Foundation, Shane Victorino Foundation and the Boys and Girls Clubs of Las Vegas. Recently, Mr. Kostelecky purchased the Las Vegas Film Festival and holds the position of Festival Director.
Millie Chou, Board Secretary
Millie Chou current serves as the Head of Real Estate for DTP Companies and joined Downtown Project in 2014. Prior to Downtown Project, she served as General Counsel for Zappos.com for almost eight years. Ms. Chou received her law degree from University of California, Berkeley and in addition to the 9th Bridge Board of Trustees, serves on the Downtown Las Vegas Master Plan Steering Committee and the Board of Directors of Jetsuite, Inc.
Liz Dover, Trustee
Liz Dover has been walking the walk and talking the talk for progressive education for over 20 years. Liz is Head of School for The GreenMount School in Baltimore, Maryland, a school that has welcomed her vision, leadership, and commitment to empowering students to make good decisions about themselves and their learning. She holds degrees from the University of Delaware and Johns Hopkins University.
Liz is a native Baltimorean and a proud city dweller. She can parallel park anywhere. She and her 15-year-old son spends free time watching really bad action movies, traveling to rock climbing competitions, and just enjoying time together.
Dulcinea Rongavilla, Trustee
As Vice President for Cragin & Pike, Dulcinea provides business owners with strategic planning,
expert guidance, and superior customer service in today’s ever-changing employee benefits marketplace.
Dulcinea has over 20 years of experience in executive leadership and business development in Nevada and Arizona. From 2010 to 2013, Dulcinea served as the President/CEO of the Boys & Girls Clubs of Las Vegas, where she was responsible for oversight of a $5 million operating budget, leading 28 board members and nearly 100 employees.
Dulcinea is a proud graduate of Leadership Las Vegas, Class of 2010, and serves on the Board of Directors for the Leadership Foundation of Greater Las Vegas. She is passionate about Las Vegas’ bright history as the immediate Past Chair of the Neon Museum Board of Trustees. She invests in our future generations through her participation as a Trustee for 9th Bridge School, is a member of UNLV’s Lee Business School Executive Advisory Board and an advisor for the Rebel Risk Management & Insurance Club. She is also a Board Member for the Las Vegas Chapter of Construction Financial Management Association.
Dulcinea resides in Summerlin with her husband, son, and two four-legged kids. She enjoys watching & attending sporting events, Stroller Barre® with her toddler and long walks with her family.
John Tippins, Trustee
John Tippins is the founder and Chief Executive Officer of Northcap, a real estate company focused on acquisition, brokerage, and property management. In 2009 he was named “Top 40 Under 40″ by In Business Las Vegas, and in 2014 John was named Entrepreneur of the Year by the Commercial Marketing Group.
John currently serves on the boards of 9th Bridge School, One Drop Committee for Cirque, The Greater Good Council, Nevada Corporate Giving Council, Nevada Medical Center and the Fremont Street East Entertainment District, in addition to being a member of the UNLV President’s Inner Circle, the UNLV Advisory Board, and the steering committee for housing for the City of Las Vegas. He is also an adjunct professor at UNLV.
John graduated from the University of Nevada Las Vegas with a B.A. in Marketing. He is also a graduate of the prestigious Leadership Las Vegas program through the Las Vegas Chamber of Commerce.
Connie Yeh, Trustee
Connie Yeh is the Founder and Head of School of 9th Bridge School. Prior to 9th Bridge, she traded equity derivatives on Wall Street for seven years. She earned a B.S. in Economics from the Wharton School of Business at the University of Pennsylvania. In 2018, she was named “40 Under 40” by Vegas Inc.
